A batch of Virginia laws took effect this Friday after a 90 day wait following the bill signing. Measures increase auto tag costs and add tougher drunk driving penalties while expanding driving record access and trimming some business taxes. The changes affect vehicle owners and drivers across the state.

In Saigon reports indicate over 100 Communist guerrillas may have been killed in a major clash with government forces about 60 miles northeast of Saigon. The battle followed a severe reverse suffered by government troops last Friday. Casualty figures could not be confirmed and details were scarce.
Ronald Davis 22 and Russell Mayhew 40 were held for action of a grand jury after preliminary hearings in Municipal Court for felonious assault. They were named by Amos Armel as two of four attackers who beat him near the town run. Davis and Mayhew were assigned counsel Peter McKee. The incident occurred early Thursday. Armel described being beaten and stripped as he slept.

Earl L. Mason 66 lifelong Winchester resident died at home on Berryville Avenue. Born Feb 8 1898 in Frederick County he was an insurance agent and former Pathet Lao radio owner. He married Lucy Carper in 1925 and held church and civic roles including First Baptist Church trustee and Lions Club past president. He is survived by his wife two brothers and several relatives. Funeral services were held Monday at First Baptist Church.
