Local report describes the chartering of a Jaycees chapter comprising inmates at Camp 7 Double Toll Gate. About 200 attendees toured the unit, enjoyed dinner, and mingled with businessmen and community leaders. Superintendent Wade Blankenship commented on the inmates’ changed social environment.
The Senate, with a 65 to 27 vote to limit debate, moves a draft bill toward a conference with the House. A pullout amendment seeks a Vietnam withdrawal in nine months after all prisoners are released, risking renewed filibuster if dropped. The draft expires midnight June 30.
The Frederick County Central Registrar Mary Gay Conner announced that letters are being mailed to registered voters in Frederick County annexed by Winchester. Voters will switch to the city registrar and vote where they reside, not where initially registered, with mail notice required by state law.

An underground water tunnel project near Sylmar, 30 miles northwest of downtown Los Angeles, saw one worker killed and 16 missing after a predawn explosion. A prior smaller blast injured four. methane ignition remains a possible cause. Rescue units found one body about 800 feet from the work area as crews battled debris and smoke in the five mile tunnel.
National crisis over Pentagon Papers pits government secrecy against press liberty as The Times and The Post appeal rulings while the court system weighs whether publication threatens national security. Knight Newspapers and Los Angeles Times publish material from the 47 volume study amid grand jury probes and immunities.
The Star features page eight a two color map of magisterial districts and voting precinct boundaries for Frederick County. Red district lines and blue precinct lines show location of precincts marked by blue stars. Five districts would remain while precincts drop from 21 to 10. A public hearing on reapportionment and precinct ordinances is set for Monday at 7 30 p.m. by the Board of Supervisors.
