The Navy reports the U 0 9 submarine, one of its oldest, failed to surface after a test dive off the Isles of Shoals. About 30 men aboard, four hours overdue, with Falcon rescue ship at the scene and Admiral Wainwright stating the craft was in 370 feet of water.
Senators well informed on foreign affairs warn that German raids on Russia could supply the Nazis with vast raw materials, prolong the war, and delay American involvement.
