Winchester Master Plan Seeks Zoning Overhaul and Flood Controls
The plan urges culverts and dry floodpassages on streams, channels surface and subsurface water to protect homes, and highlights Abrams Creek passages under Valley Ave and Paper Mill Road. It classifies land use into seven categories and favors centralized commercial districts, limited housing densities, and mobile homes in parks. It calls for industrial standards, new zoning, housing expansion to 1980, and equal housing opportunity amid racial balance goals and substandard rental housing concerns.
