Laos leaders clash over a royal decree to remove references to the national assembly in a coalition government. Souvanna and Souphanouvong delayed, with Souphanouvong staying away until the dispute is resolved. Both visited Hanoi after signing the coalition accord amid Cold War tensions.

David Rowland, Handley Library librarian, is reshaping Winchester's historic library. Historic items such as Bishop Madison's 1807 map and World War I helmets are preserved as efforts grow to convert rooms into museum spaces while expanding services and increasing annual circulation to about 55,000 from 35,000 volumes.

The Frederick County School Board will accept bids until 9 00 A M on July 3 1962 for motor oil and anti-freeze for school buses and trucks and for coal for James Wood Kline Robinson Stonewall Stephens City Middletown Gainesboro Gore Kernstown Miller and Round Hill. In Algiers a covert army faction agreed to halt terror in return for a sweeping amnesty promised by the Moslem National Liberation Front. The plan envisions a peaceful future for European settlers after a referendum set for July 1, with details still to be worked out. The move follows rival announcements from FLN and Algiers extremists about joining forces.
The Supreme Court agreed to review a federal court finding that Georgia's county unit vote system for Democratic primaries is unconstitutional. The Georgia State Democratic Party and Attorney General sought the review after the three judge court barred the system, with the party's Sept. 12 primary approaching.

Strother Shiley Jr was installed Saturday as president of the Winchester JCC and earned the Key Man Award. Mrs. James Fleming became president of the Jaycees ettes. Kremer Jr won the Robert S. The U S nuclear test force plans a massive explosion over the Pacific tonight or Tuesday dawn and says it will be visible from Hawaii about 750 miles away. The blast will be 200 miles above the sea and yield 50 to 500 times the power of Hiroshima. A scientists group urged President Kennedy to cancel the test over safety concerns regarding the Van Allen belt and long term environmental effects.
The City Council will hear a proposed 2,253,162 budget and tax and sewer rate increases at 7:30 p.m. Tomorrow. The real estate tax would rise 15 cents from 1.65 to 1.80 per 160 of assessed valuation and the sewer charge would climb from 10 to 15 dollars per year.
