FBI Director J Edgar Hoover announced the largest three month rise in serious crime since 1958. He cited a 20 percent overall increase January to March across areas with city size variations and a 21 percent rise in violent crimes including 23 percent murders and 32 percent robberies. He urged full government and public support for law enforcement.

A pre-dawn blaze leveled a two story home in Toms Brook Shenandoah County and killed a man and possibly his wife. Firemen pulled a charred body believed to be James McDonald from the wreckage while Mrs McDonald remained unaccounted for. The medical examiner noted the recovered body had one leg. Authorities continued to search the smouldering site for a second victim.
Washington report says the House rejected President Johnson’s bid for a nationwide rail strike settlement, clearing a 90 day no strike extension but killing compulsory settlement provisions. A Railway Labor Executive Association pledge not to strike if talks fail eased fears, while Senator Morse called the move a mockery.
The dedication of the Municipal Swimming Pool in Winchester drew a lively crowd. Mayor William Battaile cut the ribbon then plunged in fully clothed, followed by Father Ruth, City Manager Lee Grant, and many council members and city officials.
A rash of fires in Dayton Ohio, many linked to gasoline bombs, plus rock throwing and looting, prompted cancellation of bus service to the West Side. Police reported about 15 fires including a five-building blaze and said 310 arrests this week with 12 rioters convicted of riot act violations.
The Virginia Conference of the Evangelical United Brethren Church voted 65 to 50 against union with the Methodist Church at its 168th annual session in Shenandoah College. Nationwide, 72.39 percent favored the plan, but a two thirds majority was not yet reached. The Virginia vote followed earlier approval by the Virginia Conference, with 913 to 72 in favor at Virginia Beach. Final reports and pastoral appointments were announced as the session concluded.
An isolated South Vietnamese outpost withstood a two hour dawn assault by about 500 guerrillas in Phu Yen Province. The post reported 36 Communist dead and six prisoners, while air strikes aided the defense. Casualties were light for the defenders as fighting continued in the region.
United Nations New York AP reports Soviet Premier Kosygin heads to New York as UN Secretary General U Thant says the General Assembly will convene in an emergency session Saturday at 9 30 a m EDT to address the Middle East crisis. The meeting may become a high level event with other heads of state, possibly including President Johnson.
Soviet Premier Alexei Kosygin arrives in Paris from Moscow for a key round of discussions with President Charles de Gaulle on the Middle East. The hurriedly arranged talks precede Kosygin’s departure for the United Nations General Assembly meeting on the same crisis. The 50 man delegation includes Foreign Minister Andrei Gromyko.
The United States leads off a U N debate with Kosygin proposing a drive for United Nations censure of Israel and for withdrawal of Israeli troops from occupied areas in Egypt, Syria and Jordan. A majority of 122 members approved the emergency session, Belgium's affirmative reply completed the 62 needed. Only the United States and Israel abstained.
