Gov. John Dalton announced salary increases for about 70,000 state employees effective July 1, ranging from 4.4 to 4.8 percent for most and up to 9.6 percent for roughly 10,000. The plan costs $36.7 million in 1978-80, offset by savings from vacated 2,700 jobs. He defended the action as necessary to align private sector salaries while stressing no general tax hikes are planned.

Ratepayers Walk Out Over Potomac Edison Rate Hike

About 50 people protested outside Lord Fairfax Community College in Middletown as SCC commissioner Preston Shannon faced Donna Yowell and others from the Potomac Edison Ratepayers Assn. The demonstration followed SCC approval of a 2.9 million rate increase with threats of a blackout during the first weekend of July. Shannon urged long term cuts to reduce peak demand while noting no quick relief on current rates. He discussed fuel stamps as a possible aid for the poor and explained fuel adjustment clauses driven by past coal shortages.

California prop tax revolt could shift relief demands nationwide

Carter Administration officials say Proposition 13 may push counties and cities toward more federal aid as California cuts tax revenue. They warn within six months cities will seek emergency relief from Washington, with broader calls for state and local tax cuts and federal support. A few see New York’s crisis as a scale model, while most states lack California’s unique tax pressures.
