About 1,000 Boy Scouts and Cub Scouts from Baltimore toured Winchester on Saturday afternoon visiting Mt. Hebron Cemetery Gate House. Mayor Claude B. Smalts Jr. Laurens P. Jones head of the local Boy Scouts of America Council and others spoke and organized guides for the tour before the group departed by train.
Senator Harry F. Byrd of Virginia reached the summit of Old Rag Mountain to mark his 74th birthday. He spent the night in a shelter funded by his donation to the National Park Service and urged wilderness preservation and outdoor activity.
Ronald Shomo, band director for the newly formed Giles High School after consolidation of Pembroke and Pearisburg, asks the Apple Blossom Festival to add Giles to the parade lineup. Giles will host two high schools, Giles and Narrows, with bands aiming for Winchester events next May. Rouss Park Pool opens for summer with free admission and daily hours.
A Dutch propjet Electra crashed in desert sand near Cairo during an attempted landing. Airline sources report 20 deaths with 46 aboard and 10 seriously injured. passengers included Dutch Germans Italians Britons Egyptians and others. The wreck carried gold ingots jewelry and Swiss watches bound for Asia.
A public hearing is set for 7 30 p m tomorrow on a proposed 10 percent rise in the city real estate tax rate and the 2 082 063 budget for the coming fiscal year. The real estate tax would increase 15 cents from 1 50 to 1 65 per 100 of assessed valuation, and no change is planned for the personal property tax rate of 2 25.
Clayton Adams was installed as the Winchester Junior Chamber of Commerce president at a Lee Jackson Restaurant dinner. Jaycee awards followed with the Key Man Award to Adams presented by Mayor Claude B. Smalts. officers include internal VP George S., external VP R. The event also installed Jayceeettes with Mrs. Strother Shiley as president and awards to numerous members.
Violent predawn blasts hit about six communities in South Tyrol spreading fear. A road worker was killed by a later explosion linked to dynamite found near a report to police, marking a fatal flare in the Italy Austria autonomy dispute.
William E. Miller charges President Kennedy reversed Eisenhower’s air power plan to aid Cuban freedom fighters. Miller calls the move a tragic mistake and says Kennedy publicly announced the withdrawal of all American support. The remarks aired on a Pennsylvania radio TV program.

Four people died when a small motorboat capsized in rapids above Niagara Falls and plunged over the brink. George Stewart his wife Jean Tessman and Gladys Tessman were killed and a man was sucked into a power plant intake. The tragedy occurred two miles up the river as sightseers watched.

A Harley Davidson rider Willard Everhart and passenger Bernard Everhart were treated after a nearby crash on Route 628. Helen Place sustained facial and limb abrasions in a separate accident on West Amherst Street. Charles Salmon was injured in a two car crash on Route 50 and later charged with hit and run.
At the Laos conference in Geneva Thailand's delegate walked out over seating for Laotian factions. Direk Jayanama demanded that non governmental groups be seated to balance left and pro Western factions. The convention urged truce teams but the talks stalled with Soviet and British co chairmen.
New York Republican Rep John R Pillow urged a formal declaration of war against communists in 96 nations totaling about 36 million people. He framed it as a political economic and ideological conflict rather than a shooting war and introduced a resolution for Congress to declare a state of war between the United States and the international Communist movement.
James S. Lewis age 29 his seven year old daughter Cynthia and Frank Hildebrandt 60 wandered hours in roadless brush north of Route 522 before following highway noises back to their home. Sheriff Rob ert L DeHaven said they were tired but in good condition found near Isaac Creek.
