In Winchester, Bill Battaile clinched the mayoral race while E R Huntsberry Jr. faced defeat. Battaile praised supporters and pledged to work hard for the community, inviting all to note the voters’ choice.
Democrat William M. Battaile swept the mayoral contest with 1 200 votes to 672 for Republican Huntsberry and 616 write ins for incumbent Claude B. Smalts Jr. in unofficial returns. In council races two incumbents lose in the second ward while Democrats win all seats in the first ward and Democrats claim two of three in the second ward. total ballots 2 623 with precinct tallies incomplete.
The Senate voted 71 to 29 to end the 75 day Southern filibuster on the civil rights bill. Debate limits were set to one hour per senator, boosting chances the measure clears the Senate and heads to final passage. The vote followed Byrd's all night marathon speech and a high security Capitol scene.
Police issued an alert for William Bowser a 19 year old convict from Portsmouth Va who disappeared from a road crew work detail on Rt 11 north around 11 am Bowser is serving a 15 year sentence for armed robbery and was with Convict Camp No 7 on the crew.

Defeated were Lemley 79 Webster 79 Madagan 68 Stelzl 82 plus Fletcher 81 and Ewing 75. Galladay, ex mayor and councilman, leads Golladay Building Supply and is married to Isa belle Cain with two children. In Middletown Manuel was reelected unopposed with 38 votes. incumbents Gunn 38 McCauley 36 Dicks 39 Edmondson 34 Groff 28 Hetzel 28. Write-ins: Joe Walker 2, Dicks 1, Gaunt 1. Several Middletown incumbents did not seek reelection.
