Shenandoah Gas Co Chesapeake & Potomac Telephone Co and Northern Virginia Power Co opposed the tax calling it discriminatory and a tax on a necessity. The budget rose by $167,792 over the current year. no one appeared at the hearing aside from utility representatives.

Rebels to Free Three American Soldiers in Dominican Republic
Three U S soldiers captured when driving into rebel territory near Santo Domingo were reported to be released today by Dominican rebels. Lt Henry Leforce Spec 4 Alton Blakely and Pfc Neleison Belengeri were taken Tuesday. Leforce described being halted by a jeep with a heavy machine gun. The rebel leader Col Francisco Caamano Deno rejected interim government proposals and warned locals of continued bloodshed. A party aligned with exiled President Juan Bosch warned of a coming Communist revolution if the 1963 constitution is not restored.
