Senator Harry F. Byrd Jr of Virginia proposes a constitutional amendment to reconfirm federal judges by the Senate every eight years. The plan would apply to future appointees while current judges remain unchanged as Byrd argues for greater accountability to the people.
The Virginia General Assembly's House P&E committee asked Attorney General Miller to petition a four judge federal panel to push the deadline from June 15 to June 24 for a new reapportionment plan. The move follows debate over amending redistricting acts to meet federal objections while committees reconvene ahead of Thursday's session.
Mayor Neil Stallings announced Middletown faces a financial crisis due to unforeseen excavation costs for a sewer lagoon under construction. The shortfall, estimated at 60 000 dollars, endangers a federal grant and affects service to areas including the Western Union Complex and Lord Fairfax Community College.
Nicholas W. Schoch, a Vietnam medic and recipient of the Distinguished Service Cross, says he would have gone to jail rather than serve in the Army. The Oakville native from Napa Valley earned the award for rescuing nine men at Hamburger Hill in May 1969. Brig. Gen. John W. Donaldson, former top Joint Chiefs planner, faces murder and assault charges over eight Vietnamese civilians in Quang Ngai Province between 1968 and 1969. The case, the first against a general for alleged war crimes since My Lai, remains under review by Lt. Gen. Claire Hutchin with possible grand jury action. Donaldson, West Point graduate, earned several military honors and held key commands in Vietnam and Korea.
President Nixon defended Washington police methods used during the Mayday protests, urging a similar approach in future disturbances. He outlined plans for a four front drug abuse offensive and discussed China trade, UN seating for China, arms talks with the USSR, and desegregated public housing policy. He praised police restraint and signaled careful handling of civil rights concerns.
U S air power including bombers and helicopter gunships struck three North Vietnamese divisions in eastern Cambodia around Snoul and along Highway 7 to Kompong Cham. Saigon reports 74 missing and over 200 killed or wounded as troops retreated from Snoul. U S missions neared 250 helicopter gunships and 45 fighter-bombers with B52s also active.
About 1 200 students expected at Lord Fairfax Community College for 1971 72 with initial 600 enrolled last fall. The college projects 280000 dollars in financial aid for low income students this year. Summer work study offers 1 80 dollars per hour for 40 hours weekly for up to 10 weeks earning 720 dollars toward education. Frederick County board members Robert Solenberger and Melton Wright note grants and loans available if needed and provide contact points Charles Via and high school counselors.
