Turkish Prime Minister Suleyman Demirel met with President Ford in Helsinki and discussed possibly reopening U.S. bases in Turkey, halted for the time being. Ford pledged to remove roadblocks to closer ties while Kissinger set context ahead of the breakfast talk.
U S intelligence indicates Soviet reps may demonstrate turbine powered MI8 Hip helicopters in Turkey within months as Moscow moves to offset U S influence after Gulf embargo. Turkey remains about 95 percent equipped by U S gear amid bloc shifts and a large economic pact.
Police said Charles Agnew Lockwood, 67, was seized about 20 miles northeast of Buenos Aires after gunmen in several vehicles intercepted his car. A shootout wounded his chauffeur and two bodyguards before Lockwood was abducted, marking a second kidnapping in two years following a 1973 ransom case.

He noted agencies had indicated a review this week and cited past SCC decisions that affected ratings. Moore urged the SCC to grant adequate rate relief and not assume future sales to Old Dominion Electric Cooperative.
