Byrd Supports Plan to Scrap Tax Reduction Act in Virginia
State Sen. Harry F. Byrd Jr pledged support for a Capital Outlay Study Commission plan to end the contingent tax reduction act and shift to earlier income tax collection to fund a 102 million dollar six year state building program. The plan aims to raise about 45 million without raising tax rates and would repeal the tax reduction act which had allowed credits up to 20 percent. Byrd said the act served a good purpose and will back the commission’s necessary actions to meet building needs. He noted he had urged the governor to appoint the study panel following the 1954 session conflicts over the act.
