A 3.529 billion dollar tax measure gains final Ways and Means approval after last minute changes. It hikes rates for individuals from five percent to 75 percent and imposes new levies on radio broadcasts and billboards to fund the defense program.
House passes a bill to authorize the Navy Department to develop shore facilities at more than 100 stations at a total cost of 244 million 268 thousand five hundred dollars. The bill, proposed by Chairman Vinson of Georgia, originally carried 300 million dollars with amendments approved by the House adjusting details.

Southwest Virginia Day events include a sports program guard mount band concerts and dances on Saturday while Sunday features religious services a 3 pm regimental parade and more concerts by Winchester Meellwee and Hamilton Sons of the American Legion bugle corps. Employees at the M J Grove Lime Co in Stephens City voted 94 to 47 against forming a United Stone and Allied Products Workers of America local. NLRB supervised election had 151 eligible, 142 votes cast, with 94 opposed and 47 in favor.
Tokyo July 24 Japanese press warned that British efforts to disrupt growing Japan Thailand ties threaten later external support for Thailand. The editorial claimed Thailand is harassed and needs internal consolidation plus external backing from allies.
The Selective Service Boards in Winchester and Frederick County published serial order numbers for men registered on July 1. Winchester lists S-1341 to S-1823, with 72 men assigned numbers, and Frederick County lists S-593 to S-1659, with 92 men assigned. Officials urge all discharged servicemen to register within five days.
Martinsburg West Virginia July 24 P Paroles asked for seven Interwoven Stocking Company strikers jailed nine months each after pleading guilty to misdemeanors tied to spring labor violence. Names include Joe O Leary Paul Kline Giles Pifer William Hanshaw Bobby Lamp Larry Rodgers and Elva Bennett.
Secretary of War Stimson condemns Senator Wheeler for mailing up to a million postcards to army officers and citizens urging opposition to entry into the European war. He calls the effort subversive and near treason while noting only two cards were observed by the War Department.
More than 40 Japanese ships bound for U S ports were reported offshore today after Acting Secretary of State Sumner Welles declared Japan's move against French Indo China endangered U S safety.
