In a House column the writer reflects on Paul Laurence Dunbar and his Lyrics of Lowly Life. W D Howells lauds Dunbar as the first Black poet of his race in English. The piece highlights Dunbar’s dialect verses and the human themes they bear.
Thomas Fortune Ryan of New York and Nelson county is said to back a modern highway from New York to his Nelson county estate and a link to southern cities. The likely route uses much of the Valley Turnpike, with Augusta Rockingham and Shenandoah counties involved. Ryan may contribute financially if counties cooperate.

The Spates store in Briggs Clarke county was burned with losses about 6000 dollars. Insurance coverage is estimated at 3500 dollars. The blaze likely started from a spark from a passing engine igniting cellar refuse. The railroad track runs about six feet above the cellar window. A few books and a few hundred dollars’ worth of goods and the post office were saved.
About thirty men of Company I second Virginia Regiment under Captain Robert Y. Conrad depart by special train to Virginia Beach for a week of target practice. The first annual encampment of three Winchester Boy Scout troops at Beaver Dam near Light featured a field day with Troop 1 scoring 61 points to take first, Troop 2 47 to place second, and Troop 3 six. Individual winners included Brubaker and Snapp with top running events and a 4–3 baseball win for Troops 2 and 3. They plan to march into Winchester Wednesday morning July 28.

Washington regards the latest American note to Germany as an ultimatum in spirit though not in form. It states the least America will accept for continued friendly relations and warns that disregard would be an unpardonable offense. President Wilson plans a defense program after a White House conference with war and navy officials. London papers largely support the note and predict Germany must back down or face grave consequences.

Mr. and Mrs. Hannum and Mr. and Mrs. KE I Ruby of Mount Jackson Virginia motored to this city and stayed a day with Mr. and Mrs. Ernest L Carpenter of East Leicester Street before returning home. Major Robert W Hunter arrived from Washington and will summer with his daughters at their Washington Street home.
E V Weems and his son Lawrence return from a winter in Mexico where they managed the San Juan Sugar Corporation plantation located about 200 miles south of Vera Cruz. Courtenay Weems came home earlier. Weems declines to discuss current conditions in Mexico and plans to stay in Winchester through summer and fall.
At Memorial Hospital this afternoon Mrs. Margaret Widerman, wife of dry goods merchant Albert Widerman of 2909 Pennsylvania avenue, Baltimore, is improving after a serious automobile crash near Macedonia Church Thursday night. Her sister in law Mrs. Samuel Haymaker remains seriously injured, both women still under care.
Mr John Mifflin Himelright and Miss Willie Marie Sale, both of this county, were united in marriage this afternoon at one o'clock at the Baptist parsonage on North Market street by Rev. W. H. Carter. They will make their home near Star Tannery, where Mr. Himelright is engaged in farming. Mr. Joseph Savage has been spending severed days in town on business, returning yesterday evening to Weverton, Md. Mr. S. C. Pawson, a leading official of the National Fruit Products Company, arrived in town last night from Alexandria on business with his firm, and is registered at the Hotel Jack. Mrs. Florence Russell and her children have returned to their home on South Market street after visiting Mr. and Mrs. Claude Kline near Stephenson. Miss Lillian Henry left this morn ing for Brunswick, Md., for several days of visiting friends.
