In Brooklyn a moving auto with four Negroes fired on two white men at 2 am in East New York. Frank Toledo, 24, was critically wounded. Gregorio Cruz, 35, in fair condition. Police reported 15 arrests as flaring disorder followed a clash between bands of youths and officers.
In Cleveland on the East Side rioting intensified with a car gunfire wounding Benoris Toney, 29, the 10th gunshot victim as National Guardsmen expanded patrols. Police chased a sniper while curfews and policing measures tightened restive neighborhoods amid looming weekend fears.
The District Softball Tourney returns for its third day with play kicking off at 6 p.m. and the championship set for 9 p.m. at Bodie Grim Field. Details appear on page 8.
Detroit reports Second Street is the No 1 street in America per R L Polk & Co. Polk tabulated 6 500 city directories by computer. The list shows Park second, Third third, Fourth fourth, Fifth fifth, Main sixth and First seventh.
Downtown merchants prepare a three day Winchester Days Sale starting Thursday with forty stores offering store specials and prizes including thirty two $25 U S Savings Bonds and a $500 bond drawing. Hours run 9 a m to 9 p m Thursday and Friday with 9 a m to 5 p m Saturday. Free parking and bus service are provided. hot dogs sell for a nickel during a Thursday evening event. Five portable televisions will be awarded to present winners.
Secretary Nitze says the United States ponders the future disposition of 19 North Vietnamese sailors held as prisoners. He did not rule out exchanging the sailors for captured U.S. airmen but did not know the status of any exchange. The POWs were captured in June in the Gulf of Tonkin during a naval engagement.
Weekend sale at Willow Lawn Market offers assorted produce. Five pounds of tomatoes and ten pounds of new potatoes priced at low cents per unit, cantaloupes three for 7 percent, and watermelons at a fixed low price.
In Richmond, Armistead L. Boothe conceded the Democratic primary defeat by Sen. Harry F. Byrd Jr., with Byrd garnering 50.922% to 49.078% for Boothe, a margin of 8,225 votes. The State Board of Elections certified Byrd's victory and Spong over Robertson by 611 votes, while Robertson pledged support for Spong in the general election.
Manila AP report quotes President Marcos alleging over 500 Communist guerrillas in central Luzon receive massive arms from unknown sources including American made rifles stolen or purchased from U S bases. He cites 3 000 troops sent to four provinces to quell guerrillas who killed six, and notes extortion by rebels in Nueva Ecija Pampanga Tarlac and Bulacan.

Viet Cong guerrillas fired at least 30 mortar shells on the U.S. Marine heliport Seabee hospital complex near Da Nang Viet Nam. Four helicopters were damaged and seven Marines wounded. three more wounded at the Navy Hospital and four at the Seabee compound. The sites are about two miles from Da Nang and three miles from the main U.S. air base.
Washington reports the 16 day walkout causes multimillion dollar wage and profit losses with no settlement in sight. Negotiations resume midmorning as officials push for a government takeover plan amid stark congressional proposals.
