Moscow sources said a working party finished drafting a treaty banning nuclear tests in air space outer space and underwater. Harriman eyed a Tuesday initial in Washington while Khrushchev and Gromyko weighed last minute hurdles as Western allies pressed to defer a nonaggression pact.
The Winchester Frederick County chapter sponsors swim classes with a strong turnout of youngsters. Weather records show a warm spell with a high of 87 and a low of 63, while weekend rain offered little relief to parched pasture and crops.
A boy was badly burned in a backyard explosion at 568 N Loudoun St. Fire crews and the Winchester Volunteer Rescue Squad responded. The injuries affected his arms neck and face and officials warned the condition could be critical after evaluation. The boy is the son of Mr and Mrs Charles Tyson.
The body of 29 year old Slater C. Diamond of 39 Skytop Street Alexandria was recovered by Winchester and John H Enders Rescue Squads after a several hour search. Diamond and friend Claude Taylor of Mansfield waded into the river for fishing when Diamond was swept away. Taylor attempted a rescue but failed. The drowning occurred about 6 p m Saturday near the White Bank area near Warren County line. Diamond's fishing rod was found earlier and the body was found about 30 feet from that spot after three hours of dragging yesterday.
A defense motion to set aside a first degree murder verdict for George Washington Gordon was continued to Tuesday after Gordon’s trial. Judge Elliott Marshall halted proceedings to hear the motion, arguing it challenges legality and evidence.
At the 55th Governors Conference a 33 16 vote opened with Governor Nelson Rockefeller denouncing a proposed rule to require unanimous votes for civil rights resolutions. He warned the gag would undermine the conference and public life, while others noted possible filibuster and moves to abolish resolutions. The panel on international trade and economics was to follow.
A three person injury crash occurred at 1 15 p m seven miles north of Winchester on Route 522 when two cars collided. A young North Carolina couple and a Maryland resident were taken to area hospitals. Winchester Volunteer Rescue reported the incident.
About 500 pickets protested discrimination at a Brooklyn construction site and 29 picketers were arrested at Rutgers housing project in Manhattan. Police moved in with 200 officers to clear the path while a 6000 strong Brooklyn rally urged nonviolence and protested publicly funded construction discrimination.
A Winchester woman Betty Lou Jenkins was charged with hit and run after a two car collision on Rt 50 in front of the Royal Drive In. Jenkins’ 1953 car headed west crossed the center and hit J Y Close’s 1951 Chevrolet driven by a marine from Altoona Pa. Jenkins was arrested around 2 30 a m. No serious injuries occurred though David Casile was treated for bruises and released.
Washington announces a tripartite air defense pact with Britain and India. The accord commits no automatic aid but provides for US and RAF joint training in India and delivery of radar and communications equipment, including mobile units, with technician training for Indian forces.
Scientists aboard a DC8 witnessed a total solar eclipse for 42.4 seconds longer than ground observers while traveling at 525 mph. Astronomers Cameramen and astronaut Malcolm Scott Carpenter came from the United States to study solar phenomena and to photograph faint space lights blocked by the sun. Researchers expect a sonic transport to aid future eclipses in 1973 and 1979 enabling longer shadow tracking across narrow geographic paths.
Wenders Inc unveils a reduction sale on upholstery cleaning and fabrics with discounts from twenty five to fifty percent. Corrigan Rug Cleaners also advertise services during the event. Cotton dresses and bathing suits are included in the sale and advertised for shoppers.
A U S railroad spokesman said a nationwide rail strike can only be averted by compulsory arbitration through Congressional action. J E Wolfe said management plans to impose work rule changes, eliminating feather bedding and many firemen on diesel engines, if no legislation passes. Kennedy met with carriers and unions and planned to report to Congress, aiming to have rules take effect in about a week with some 60 000 jobs affected.
