President Kennedy received a six member fact finding panel report on rail work rules. It will be sent to Congress Monday with Kennedy proposals to avert a nationwide strike. Carriers and unions reviewed the draft and offered minor revisions.
Shenandoah College and Conservatory of Music approves a 430000 dormitory for 120 students to be similar in design to existing buildings and usable by either gender though planned as a girls dorm. The facility will include a laundry and recreation room with bids invited. Dr. Forrest Racey ill in hospital. committee members report condition improved.
AFL CIO leader Walter Reuther pressed a House Judiciary subcommittee to expand the president's civil rights package. He urged direct payment of damages to those discriminated against in public facilities and backed a federal fair employment practices commission, federal voting registrars, broader attorney general powers, and immediate desegregation in schools.

A 53 year old Whitacre resident Eugene Bunner and a 15 year old from the same area were charged with illegal manufacture of alcoholic beverages after a raid on a large still in an abandoned house west of Whitacre near routes 701 702 and the state line. The operation used gas burners and produced apple brandy. Raids followed long surveillance by ABC and IRS agents. both suspects were released on bond and ordered to appear in U S District Court in Harrisonburg in October.
In Beirut, Maj. Gen. Amin Hafez announced the trial and execution of 10 people linked to a Thursday uprising against Syria's Ba'athist regime. A curfew was reimposed after initial daylight hours, with soldiers warned to stay inside and lines cut as tension rose.
Edgar S Kalb, owner of a Chesapeake Bay private beach club, testifies before a House subcommittee that his right to exclude Negroes and others is protected as long as he funds his bias. He cites his club’s long ownership since 1925 and explains he would ban Indians, Orientals, diplomats, and girls who change into bathing suits on the beach. He argues race or color is the basis for exclusion and asserts the right to choose associates supersedes others’ rights.
Winchesters five public schools reported total enrollment of 3 239 for 1962 63 per Garland Quarles superintendent Handley School led with 1 496 students Virginia Ave 581 Quarles 476 Douglas 346 and John Kerr 340 were also enrolled Quarles said a rise in enrollment is certain when schools reopen this fall.
In a Kremlin speech Khrushchev voiced optimism about a Big Three nuclear test ban agreement and urged outlawing all tests including underground ones. He suggested East West non aggression pacts and said he would permit Western inspection of vital Soviet military installations to ease tensions. He indicated unlikely progress on an underground ban while a broader ban on atmospheric tests could be a step forward.
