Welles Foresees Communism Rise After Germany Defeat
Sumner Welles argues Germany will turn to revolutionary Communism under a divided Reich. He calls for partition of Germany into three independent units to curb militarism and favors a provisional United Nations Executive Council, a world court, and trusteeships replacing the League of Nations mandate system. He warns no world body can stop continued German militarism without such split.
