The Maryland House of Corrections in Jessup remained quiet after a 12 hour riot injuring four guards and four inmates. Gov. Mandel met with an inmate delegation to end the unrest and ordered a review of medical and classification issues while troopers maintained security.
Sen. George McGovern flies from National Airport to the Black Hills for two weeks of rest and strategic planning for the fall race against President Nixon. He is joined by advisors and running mate Thomas Eagleton with staff to map reorganized campaign operations and travel plans through Labor Day, amid tax and amnesty discussions.
The U S Command reports a 300 man decline in American troop strength in Vietnam to 47,200, the smallest cut in seven weeks. The target remains 39,000 by September 1. Excluded are about 100,000 Navy and Air Force personnel stationed at bases in Guam and Thailand and crews aboard ships off the coast.

Nearly four thousand Roman Catholic women and children left the Lenadoon area of Belfast and spent a night in a football field and Casement Park to protest British Army occupation. Five more deaths in Northern Ireland lifted the toll to 236 for the year amid ongoing clashes between troops and IRA gunmen.
U S forces launched heavy strikes with nearly 100 B52 bombers and a task force of over a dozen cruisers and destroyers against North Vietnamese positions on both sides of the DMZ. The operation supported a 20 000 strong South Vietnamese counteroffensive with strikes near Quang Tri and Dong Hoi plus naval actions destroying emplacements and storage sites while fighter bombers conducted 240 plus strikes south of Hanoi.
Thomas Y. Monahan of Winchester was elected chairman of the Executive Committee of the Virginia Bar Association at its Sulphur Springs meeting. He heads the governing body while continuing his work with Hall Monahan Engle Mahon Mitchell in Winchester and Leesburg. Monahan has held several bar leadership roles and military service, with lineage including UVa Law, Princeton, and West Point. He and wife Eleanor Pendleton have five children.
The Associated Press reports a split among Virginia politicians over the 1972 presidential race. Democratic national committeeman George C. Rawlings Jr. backs McGovern, while party chair Joseph Fitzpatrick sounds cautious. Wallace could influence if runs third party, and Republican J Kenneth Robinson urges moderation against McGovernism.
