Richmond executives discuss antipollution law plans and hire of a full time executive. State Water Control Board, newly formed, names Delegate E Blackburn Moore of Berryville as chairman as it convenes for policy review and staffing.
Joe Sager aged 12 was shot through the chest yesterday morning by playmate Chester Martin who was handling a .25 caliber pistol. Memorial Hospital reported this afternoon that Sager was holding his own in fair condition.
Senator Vandenberg said substantial gains toward world peace have been made but the goal is far from total achievement. He spoke after attending the Big Four foreign ministers meeting in Paris as an advisor and endorsed the conference report aired by Secretary Byrnes. Byrnes cited Soviet doubts over a German disarmament treaty and the push to reduce economic barriers in Germany. London announced British American talks will open soon in Berlin to establish occupation zones.
President Truman listened to the Potsdam broadcast and phoned Secretary Acheson to offer congratulations. The report notes Russia's refusal at the Paris meeting to join economic measures, guarantees for keeping Germany disarmed for 25 years, or drafting a peace treaty for Austria.
London reports that a Belgrade radio broadcast recorded by the BBC said Gen. Draja Mihailovic and 23 collaborators were denied mercy after death sentences for collaboration with Germany. Ten others also faced death. Mihailovic led Chetniks opposed to Germans and later accused of aiding the Germans against Tito’s Partisans.
Frederick County School Board led by Superintendent Leslie D. Kline inspected county schools to assess needed repairs including painting roofing and spouting. Due to limited funds three new rooms will be added at White Hall Stonewall High and Academy School while buses will be updated with three new Ford Wayne-equipped units. Continued on Page 2 Col 6. Labor, veterans and civic groups nationwide planned protests against the end of OPA with a two hour UAW strike and widespread demonstrations to push for inflation controls and a veto of the Senate OPA bill.
Chicago July 16 State's Attorney Tuohy said soldier George Subrowski identified William Heirens as the man seen near the Degnan home after the Degnan kidnapping. Heirens faces 29 charges of robbery burglary and assault as FBI handwriting and fingerprint matches are reported. He previously denied confessing to the Degnan kidnapping and the lipstick murder.

The House voted 211 to 64 to reject the Senate OPA bill and send it to a House Senate conference to craft a compromise price control measure for President Truman to sign. Speaker Rayburn named Spence Brown Patman Barry Wolcott Crawford Gamble to negotiate with the Senate. Wolcott urged rewriting the Senate version in the conference.
The Star welcomes Frederick Clarke county and Winchester veterans back after discharge. It will daily publish names of men who have received their discharges and asks public help to supply additional names. Also lists a classified Want ad seeking a used car in good condition with a contact phone.
A Pearl Harbor Committee report reportedly absolves President Roosevelt and Cordell Hull of direct responsibility for the 1941 attack. Eight of ten members signed. Republican Senators Brewster and Ferguson did not. The 112000 word majority blames Washington officials and Pearl Harbor commanders Short and Kimmel, with 26 administrative changes cited. Ferguson prepared a minority view.
In Pulaski Virginia a 17 year old Draper boy Garland Bishop Smith drowned at Monticello Pool with 20 or more swimmers nearby. Lifeguard Doug Maybe found the body 45 minutes later and artificial respiration failed. In Fredericksburg Virginia a weekend swimming accident killed 26 year old George Williamson and injured two others Clyde King and Thomas Terrell suffered broken necks diving into shallow water off a pier at Fairview Beach.
In Berlin the Russians handed over a missing American officer and his wife to U S Army authorities and released three Russian espionage suspects. Capt Harold Cobin and Lt George Wyatt remained missing in the Russian zone. efforts continue to locate them.
Howard W. Palmer becomes manager of the Missouri Press Association after serving as Virginia Press Association secretary since July 1944. E. O. Meyer returns to his Virginia office on July 1 after military absence.
Melvin Nuckels 33, a Marion Virginia State Hospital employee, sought for questioning in the butcher knife slaying of his cousin Jesse Moore 18 in Giles County Virginia, was captured near Rhodell West Virginia after a rough flight in the woods. Raleigh County sheriff said he was badly beaten but offered no resistance. Giles County Sheriff Emory Johnston said Nuckels waived extradition and would be sent back to Pearisburg Virginia.

Ottawa sources say two Soviet diplomats, Bitali G. Pavlov and Ivan I. Krotov, have departed Ottawa en route to Moscow via the United States after a government report charged them with directing espionage networks while serving in official roles.
