Saigon tightens security after a terrorist killed a U S soldier in downtown Saigon amid warnings of Viet Cong death by own action raids. Guards are increased at the embassy and police alert level raised as U S and Vietnamese forces report ongoing operations near the city and in the countryside.
Citizens For Progress Committee sponsors petitions asking a referendum on mixed beverages sales in Frederick County Virginia and Winchester. A total of 2500 signatures are sought 1100 in Winchester and 1400 in the county, representing 15 percent of 1964 presidential ballots. If enough signatures are certified, courts must order an election not less than 60 days before a presidential contest likely November 5.
Vice President Hubert H. Humphrey proposed broader contacts with Red China and said the United States should replace conflict with cooperation when possible. He spoke in San Francisco but the remarks were released as a policy paper while he rested for a light grippe.
