A U S Air Force C130 left Kinshasa at 9 a m for Kisangani to land and rescue white hostages held by mutinous mercenaries. Congo troops surrounded the airport with orders to attack if landing was blocked.
Israel accepts UN observers along the Suez Canal ceasefire line with mutual observation points on both sides. Egypt informs U.N. that it accepts the Security Council resolution for monitoring to prevent violations. Soviet deputy foreign minister Malik returns to Cairo to hold talks after a Soviet naval task force pledge to help Egypt repel aggression.
Alexander N. Shelepin, once head of the Soviet secret police and a longtime power aspirant, was assigned to the powerless post of Soviet trade union boss. The move followed the removal of his proteges and signals a Kremlin struggle as Brezhnev consolidates control while his Politburo seat remains.

He urged limited integration of Vietnamese troops into American units and said troop decisions depend on available resources and overall strategy. Westmoreland asked for 100,000 to 140,000 more troops. McNamara indicated some increase may follow his report to President Johnson.
Raymond C. Sandy of Stephens City announces candidacy for the Opequon District seat on the Frederick County Board of Supervisors in the fall. Incumbent Democrat Bryan Brumback is unopposed in the Democratic primary. Sandy, born in 1936, is a Frederick County native and Virginia Tech graduate in Agricultural Education who later earned jet flight training.
Light early voting in Winchester with 893 ballots by noon. Frederick County shows heavier early turnout and Clarke County reports two way races. Precinct tallies include Rouss 381, Friendship 164, Sarah Zane 135, V F W 213.
