John L. Lewis moves toward securing the best wage contract in United Mine Workers history. If settled, miners may avoid a strike next Tuesday as the tentative agreement with big steel mine owners and Northern Commercial producers yields about 44 1/2 cents more per hour in the basic rate.
Federal jury convicts Andrew J. May Henry Garsson and a third defendant after an 11 week trial. They face up to six years in prison with sentences deferred to allow motions. Foreman George Wells announced guilty verdicts on all three counts.
Republican leaders announced a 4 billion tax reduction bill would be voted on after approval of the red measure. Taft indicated the Senate would take up the tax legislation immediately, contingent on House passage, with a vote planned for next Tuesday.
July 3 report from Cleveland notes C N W Meyer formerly of New York mural circles has been named assistant to the President of the Chesapeake and Ohio Railway Company. He succeeds in a key rail executive role and joins C&O leadership.
Police plan extra passenger safety cars for the Fourth of July parade. General Hospital will provide an Internet presence to ride in each car and supervise casualties.
The city hosts its second annual Soap Box Derby at 2 p m tomorrow on Cameron Street with 17 entrants. Mayor Anderson Police Chief Boyd and Chamber of Commerce president Endall Barney serve as judges. Parade begins 1 p m with entrants in cars led by Boy Scouts and the municipal band.
In Yokohama on July 3 private Willie James, 19, of Chadbourn North Carolina, was sentenced to death by a general court martial after being found guilty of raping a Japanese woman.
Leesburg Va July 3 The Civil Aeronautics Board chairman James M Landis condemned any suggestion that airways controllers may ease civil air regulations especially minimum altitude rules in the probe of a Capital Airliner crash. Larue of Flushing testified that controllers lack authority to bar a pilot from violating rules though they can warn and withhold clearance to ensure separation and prevent collisions.
Chief J Thomas Boyd warns residents to stop shooting firecrackers after 6 p m and in the hospital zone. Complaints rise as fireworks go on sale yesterday and stores rush to restock before tomorrow’s sale cutoff.
Pittsburgh July 3 The United States Steel Corp moved to restore normal steel production by increasing output at the by-products coke plant in Clairton. A Carnegie-Illinois Steel spokesman said Clairton operations rose from 38 to 61 percent of capacity and he predicted a full 100 percent rate by Saturday.
Britain presses the United Nations to act in the Balkans or risk dissolution. Sir Cadogan, the British delegate, backs the US plan to monitor Yugoslavia Albania and Bulgaria while warning that failure could erode the UN Charter. Warren Austin accuses the three states as Greece pushes from the north amid stalled Paris talks on European reconstruction.
Tourists swarm the city for a fine weather Fourth weekend with heavy bus traffic. Extra buses will pass through the city as 150 trips are expected in the next day. Officials report busy holiday travel and an increase in weekend vacationists, with many heading home Sunday.
Rep. Dondero asserts atomic age makes Buggs Island reservoir unnecessary and urges withholding funds from the 57.73 million power project for North Carolina and Virginia. He cites silt filling early dam sites and claims obsolescence of hydro plants nationwide. The House approved a 3.8 million funding for the new fiscal year starting July 1.

Winchester was chosen as the 1948 convention city for the National Federation of Post Office Clerks. Delegates from Winchester included Taylor F. Simpson Jonas O. Chamberlin Jr and Carl L Campbell with Herman M Lee serving as acting first vice president. Campbell was elected fifth vice president for the Winchester district covering the Shenandoah Valley. Delegates from Portsmouth attended the meeting and expected a larger turnout next year in Winchester.
Virginia National Guard total personnel at end of June reached 1 744 officers and men the state adjutant general’s office announced.
President Truman arrives in Charlottesville for a three day visit to Monticello to deliver a July 4 address in tribute to Thomas Jefferson. The welcoming party includes Governor Tuck U S Senators Byrd and Robertson and UVA officials Colgate Darden and other dignitaries.
Berryville Town Council approved first reading of a two hour parking limit on Main St with final reading planned for August. Signs will be posted in the affected district. A new lot funded by Dr. B Blanton Allen near Crown's alley will handle many vehicles within ten days. Mayor Bell authorized talks with Greyhound Bus Co about moving the Main St stop to ease congestion at Main and Church. No decision on water and sewer rate increases after lengthy discussion.
The Chesapeake and Potomac Telephone Co of Virginia begins a 160000 dollar project to increase cable facilities around Winchester. Manager Charles P. Marks says cables from the Winchester central office are at capacity with about 1000 telephones installed this year and 400 to 500 more waiting. Three gangs started work last week on the first relief project beginning at Amherst Street and extending northwest to Round Hill with further expansions to N Loudoun toward Ste Continued on Page 7 Col 6
Paris announces 22 nations invited to July 12 meeting to discuss European economic cooperation under Marshall Plan terms. Britain and France align against Russia as Germany’s postwar steel goals are outlined by Clay and Robertson.
Washington reports four nations Poland France fear a clash over the Marshall plan and Nemic group in Europe. Molotov says the plan divides Europe, a view that diplomatic circles expect to trigger tensions with broad continental repercussions, most intense in Poland France and two others.
