Common council discussed a new machine bookkeeping system at up to 3200 dollars and planned to complete the armory project with 3000 dollars from unexpended balances. Earl E. Baker was elected councilman to replace Marvin Weaver after resignations and resignations within the Handley board noted.

Earl E. Baker a 55 year old resident of Winchester and longtime Baltimore and Ohio agent was unanimously chosen to fill the Common Council vacancy caused by Marvin D. Weaver. The move followed M B Clowe withdrawing after citizen requests for eastern city representation. Baker, connected with the B and O for 35 years, chairs the Braddock Street Methodist Church Board of Stewards and belongs to McKinley Lodge and John Dove Chapter. He attended Strasburg high school Shenandoah College and studied accounting in Cincinnati. He and wife Maude Green have four children: John Marchi Mary Kathryn Larry G and Anna Margaret.
