Philadelphia message from July 21 quotes E. Kennan, a New York tobacco broker, saying manufacturers cut packs from 10 to 8 to hit prewar 5 cent prices. If prices rise beyond 5 cents per box, Kennan says the increase comes from jobbers and retailers, not the producers. Also mentions National War Savings Day on June 28.
