Gov. Mills Godwin said Virginia faces marginal fuel oil supplies with critical shortages in spots and possible exhaustion in five to ten days if weather does not improve. He warned in a telegram to President Carter that one third of schools are closed, 30,000 to 40,000 workers are out of work, and 3,000 homes have lost fuel at times amid a 10 day delivery lag.
