Members of the Middletown Grange have excelled in essay contests on safety sponsored by State and National groups. The Grange now has a Rural Safety committee and is urged to keep safety a year long focus to reduce accidents and losses.

Frederick county and the Shenandoah Valley received heavy rain from yesterday through today. Winchester Research Laboratory gauge showed 1.85 inches, part of a 3.29 inch monthly total, with ground soaked and runoff causing higher small streams and washed roads.
ALBUQUERQUE New Mexico January 30 The federal government brings to trial in United States District Court more than twenty defendants including prominent New Mexico politicians on charges they conspired to defraud relief funds. Forty five defendants face felony penalties with two years imprisonment and ten thousand dollars fines. Senator Dennis Chavez relatives among those charged. Governor A T Hannett and James J O Leary lead the defense as 42 attorneys are summoned for jury selection in what court attaches say will take days.

Mark Turner of Hern don Virginia will supervise installations for Frederick County Pomona Grange and White Hall Subordinate Grange at White Hall tomorrow night at 7 30. Great Falls Installation Team will present the tableaux. The event is open to the public and possible roster changes due to illness will be announced tomorrow. Mrs J M Sanders of Great Falls assists.
The Continental Oil Company seeks a writ of mandamus to compel Winchester to grant a permit for a filling station at North Avenue and North Loudoun Street. A preliminary hearing ruled the plaintiff entitled to a merits hearing in Corporation Court on February 7, with City Solicitor James P. Reardon to defend the council. Harry Kern Sr. represents protesting property owners opposing the project citing safety and property value concerns. the oil company argues it has met all legal requirements.
Building permits issued this month total $9,500, down from January 1938 when $38,500 was recorded. Permits issued this year include Dr. C. R. Anderson at Braddock and Gerrard for a 2000 dollar filling station addition, A. C. Oates on National Avenue for a 4000 dollar extended dwelling, and J. W. Rosenberger at 413 North Cameron for a 3500 dollar dwelling.

New York January 30 Judge Martin T Manton of the Federal Circuit Court of Appeals remained secluded in his chambers and planned a press conference. Attorney General Frank Murphy announced he had been assured of the resignation and said the action would aid an impartial investigation and protect the administration of justice.
Police report a masked man forced entry through a rear maternity ward door at a Murphy hospital, attacked a nurse, bound her hands, cut electricity and telephones, then stole a patient’s pocketbook. Officers seek clues to the attacker’s identity and origin.

London January 30 Prime Minister Chamberlain faced a reborn foreign affairs clash and cabinet reshuffle as he awaited Adolf Hitler's Berlin speech. He delayed his parliamentary address to hear Hitler first and planned cabinet consultations afterward. Observers remained skeptical about any peace gestures amid the Commons Christmas recess.
The Supreme Court ruled that fourteen private power companies had no right to challenge the government’s Tennessee Valley Authority program. Justice Roberts delivered the opinion with five to two ruling, supporting continued TVA construction and sale of surplus power, while Justices Butler and McReynolds dissented.
