Virginia Abortion Funds Blocked by Governor Action
Governor Dalton bars using state Medicaid funds for most abortions for poor women, prompting a looming battle in the General Assembly led by Delegate Warren Stambaugh who vows to override. The move follows the health board’s decision to end funding except to save the mother’s life, drawing praise from opponents and concern from Planned Parenthood and human life groups.

Floodwaters Move Through Virginia Central and northern rivers rise
Heavy rains moved through Virginia causing floods across the James Dan and Roanoke rivers and many streams. The James River crest near Richmond reached about 19 feet with higher levels expected later while a large ice floe on the Potomac north of Harpers Ferry moved toward Washington. High water closed or blocked hundreds of roads and knocked out water treatment plants in parts of southwest Virginia.
