President Nixon urged Congress to act quickly on 40 bills carried over from the 91st Congress. Proposals include desegregation aid totaling 1.5 billion, an antihijacking tax measure, higher use taxes for trucks, and a raise in diesel fuel tax, with others on obscenity, education, and demonstrations.
Angered by three illegally slaughtered deer dumped along Valley Mill Road last week, local sportsmen plan a joint reward fund to aid in the apprehension and conviction of the responsible slayer or slayers. Details are discussed in Personally on page 4.
Richmond City Council introduced ordinances to annex all of Henrico County and 80 square miles of Chesterfield, expanding the city from 62 to about 374 square miles and nearly doubling its population. The plan follows last year's 23 square miles and 43,000 residents gain amid legal hurdles and possible court suits.
The U S Surgeon General's report warns cigarette smoking causes lung disease and heart and pregnancy harms. The 500 page Public Health Service document to Congress details cancer, bronchitis, and emphysema, with new cautions for pipe and cigar users. Horace R Kornegay is cited as before.
A glass panel in the Star pressroom blew out as strong winds and snow flurries struck Winchester. No one was hurt and the press was idle. The forecast calls for a cold wave with temperatures near zero, wind, and snow flurries tonight and Wednesday, with milder relief by Saturday.
The Virginia Supreme Court of Appeals denied Frederick County’s appeal, affirming the three judge annexation court’s award. The clerk noted no reversible error in the trial court order. A unanimous three-justice ruling handed down in Richmond at 10 30 a m after arguments January 18.
A 19 year old former Shenandoah College student, Howard W Merritt II of Claverack New York, received a two year suspended sentence and three years probation for LSD possession after pleading guilty. In the same court day, Judge Marshall denied a venue change request and set William B Myers for trial March 30 on heroin possession charges.
In South Vietnam a Tet cease-fire began as South Vietnamese and American forces joined Viet Cong and North Vietnamese units. Saigon proposed freeing all sick and wounded prisoners of war on both sides. Cambodia saw no cease-fire with fighting near Phnom Penh and curfew in place after attacks. U.S. and South Vietnamese commands paused operations at 6 p.m. Saigon time for 24 hours, while air strikes in Laos and Cambodia continued.
