A light snow dusting forced Frederick and Warren County schools to close while Winchester and Clarke schools ran on a normal schedule at noon. Winchester activated Emergency Snow Plan A with cleared walks and tire or chain recommendations.
The Defense Department urges President Carter to create a wartime standby draft system including an annual lottery for 20 year olds and 66 area offices trained for mobilization. The plan envisions 650 000 trained men within six months and strict deferment controls during full national emergency.
Associated Press report notes many Kentucky schools remain closed while Florida and Georgia growers face crop losses and layoffs. Ohio governor declares energy emergency as record cold persists beyond subzero temperatures.
Virginia State Sen. Clive DuVal plans to proposes a Senate resolution to ratify the Equal Rights Amendment and push a floor vote by discharging the Privileges and Elections Committee. A similar House route failed, but ERA supporters see a better Senate chance.
President Carter in his first interview as president urges an immediate and complete ban on all nuclear testing. He seeks rapid ratification of a new strategic arms treaty with the Soviet Union and hints at flexibility on cruise missiles and backfire bombers while stressing global reductions and a universal test ban. He also sees a high probability of a Middle East peace conference this year with possible Palestinian participation.
President Carter opens his White House cabinet session pledging to run government through the cabinet and stay reachable by phone or in person. He says the White House staff will not dominate cabinet secretaries and that directives will come directly from him.
Vice President Mondale told the NATO council in Brussels that President Carter may grow the U.S. contribution to NATO despite cutting the Pentagon budget. He stressed new efficiencies will not cut NATO investments and highlighted a goal of closer Western European and Japanese cooperation during a 10 day tour.
A Senate Armed Services Committee briefing warns NATO forces are in disarray and could struggle against a Warsaw Pact strike. The study, by Sens Sam Nunn and Dewey Bartlett, urges rapid NATO political military talks and overhaul to shorten warning times and boost firepower.
