President Carter introduces a $531.6 billion 1980 budget with a $29 billion deficit and a defense and poverty boost while trimming jobs programs and freezing some state and local aid. He calls for restrained spending and slower growth, warning of political clashes within his party.
The forecast precipitation turned freezing rain into a crippling event from Friday night through yesterday afternoon. Power lines serving over 2,000 residents were interrupted. 14 storm fires required local firemen response. most Winchester streets and surrounding roads were labeled hazardous after 11 traffic incidents.
