Carter's State of the Union agenda draws mixed reactions
President Carter presented a 50 page package highlighting energy, jobs, tax reform, Civil Service revamp, and Panama Canal treaty. Republicans criticized lack of focus while allies like Thomas O'Neill praised some points, and dissenters urged bolder action including standby wage and price controls. Farmers pressed for higher prices, and foreign policy push for canal treaty drew lengthy applause. Harrison Williams urged more detail on mass transit.
