Admiral Sims Testifies on Navy Plans Before Awards Inquiry
Rear Admiral Sims told the Senate committee he was ordered to England in March 1917 and that the Navy Department aimed to avoid warning the British, asserting Americans would fight the British as soon as war with Germany began. He criticized the department for delaying action and for not sending officers to London, saying no consistent policy existed before U.S. entry. The letter, “Some Naval Lessons of the Great War,” was read to Secretary Daniels and cited delays and control over plans.
