Robert S. Barbour was installed as chairman of the Salvation Army Advisory Board in Winchester at a Holiday Inn East dinner. Col. George H. Marshall, retiring chief secretary for the southern territory, spoke of 100 years of Army growth and urged a return to spiritual values.
