Four years after proposing a downtown plan, the Winchester Parking Authority has created eight new parking lots with nearly 500 spaces and plans a multi level lot at Braddock Amherst to provide 20 more. The Downtown Development Committee plans a public exhibit next Wednesday at the George Washington Hotel showing Mel Gemmill’s color sketches for Loudoun Street fronts.
