200 Convicts Available for Road Work in Counties
Richmond January 9 1932 reports say there is room in eleven county road camps. Commissioner James Meellhead told Major Rice Youell the state penitentiary will cooperate to transfer able bodied prisoners from jails to camps for road work. Jailers refusing cooperation could lose maintenance allowances. The 1932 assembly created county camps and ordered jailers to deliver suitable prisoners on written orders from the penitentiary superintendent. This would keep prisoners busy and save costs versus maintenance aboard their keep.
