Recommendations issued for Virginia outline capital outlays over the next two years. Officials evaluate funding priorities, infrastructure needs, and project timelines to guide budget decisions.
Governor Byrd asks General Assembly to authorize capital outlays totaling 3 977 950 for state institutions with 3 055 500 for educational bodies. Funds include Wakefield Stratford restoration and significant sums for colleges in Williamsburg Richmond Charlottesville Blacksburg Lexington Petersburg Farmville Fredericksburg Harrisonburg Radford and other schools.
Virginia's gasoline tax distribution would shift to a state highway funding split with 70 percent to highways and the rest shared among counties by area, population, and taxes. The plan, effective after Jan 1 1931, includes safeguards like reimbursements if a county falls below 85 percent of current receipts.

A local resident found his wife in a car with a male admirer last night near Loudoun Street. An argument followed and the husband reportedly drew a pistol but did not shoot. A crowd gathered but no interference occurred.
The army's winter test flight started at 9:19 AM from South Ridge Field Mount Clemens Michigan after two postponements due to weather. The plan sends planes from Lake St Clair ice to Spokane Washington and back as the first leg of the mission.

The Frederick County Sunday School Association plans the sixth annual Standard Leadership Training School to run one night a week for five weeks starting at 7 30 PM. Committees will interview Sunday school workers citywide to boost interest as ministers participate, aiming for a large, cooperative session with the Virginia Council of Religious Education.
The Rev Dr George W Rich ards president of the Reformed Theological Seminary Lancaster Pa will preach at Centenary Reformed Church at 11 o clock Sunday morning during week of prayer services. This is his first visit since attending Potomac Synod meeting about ten years ago.
Mrs. Martha Weirich wife of Grant Weirich died yesterday at her home near Reliance Warren county after a pneumonia illness lasting about a week. She was sixty and is survived by her husband a son Ray of Reliance a daughter Ruth Smith of Washington Pa a sister Mrs John Bauserman of Maurertown Va two brothers R L Rinker of Baltimore and Russell Rinker of Reliance and four grandchildren. Funeral services will be held Sunday at two o'clock from the United Brethren Church Reliance with Rev H Eugene Richardson and Rev George Copp officiating. Interment will be in Reliance cemetery. Pallbearers are John Hammack Archie Rosenberry George Dovers Russell Stickley Westley Hatmack and Willie Keener.
Karl Robertson, a Western Union Telegraph messenger boy, was cut and bruised on the face and body after 6 pm when his bicycle collided with an automobile driven by Grover Clevenger at Loudoun and Germain streets. He was taken to Memorial Hospital and discharged this morning somewhat improved. He is the son of S. B. Robertson of South Cameron Street.

Seven year old Boyd Hopewell Boyer, son of Denton Boyer of Strasburg, was struck by a car driven by Leonard Greensburg of Vineland yesterday afternoon. He suffered a broken leg and numerous injuries, then was taken to Memorial Hospital for treatment. Greensburg remained in Winchester to learn the full extent of the boy’s condition. The lad is reported doing very nicely today.
The Lutheran Congregation will hold a congregational meeting next Sunday January 12 to consider extending a call to a pastor. By order church council.
