Democratic leaders in Congress predicted the bulk of President Kennedy's legislative program would pass in the new session starting Wednesday. House Speaker-to-be John W. McCormack of Massachusetts spoke to reporters, signaling party support.
Northwestern Virginia to start a Fallout Shelter Survey within 30 to 45 days officials say. About 50 Civil Defense and local government members attended the briefing in Harrisonburg where Col. Stanley N. Collins outlined the survey aims to inventory facilities and assess protection against radioactive fallout.
The weatherman warns of near zero readings tonight with snow possible tomorrow. Highs reach 27 today and 32 yesterday, as a cold front moves through. A resident near Brucetown reports 50 birds at her feeder and red finches signaling an approaching sysiag season.
H Robert Edwards, vice president and cashier, told stockholders the Commercial and Savings Bank grew about 16 percent in 1961, four times the national average, with high assets and sustained loan demand. Rates increased January 1 1962 to 3 percent on savings and 4 percent on 24 month CDs. An additional 5000 shares were sold October 19 boosting capital by about 144 million. Erle Edwards elected chairman. Janet Rhodes secretary. Unanimous 1962 directors named.
Frederick County School Board won authorization to buy about 30 acres west of Fox Drive for the county’s first junior high school. The Frederick County Board of Supervisors approved the land purchase at $1 000 per acre with a 66 foot right of way for Caroline St and a 56 foot right of way from Rennertown Road, between Routes 50 and 522. Superintendent R E Ayler and board members Clyde Logan and Huyett Light presented the plat. financing details were set to be worked out by a committee. Some members opposed the site location.
Bitter cold moved into Colorado and Wyoming after a heavy snowstorm that blanketed both states with 12 inches or more. The system spread into Kansas and Oklahoma, with up to 6 inches in the Oklahoma Panhandle and ice on northwest Oklahoma roads. Temperatures fell to 24 below zero in Casper and Laramie, with two Denver deaths linked to exertion during the 132 inch snowfall.
A tank from the 67th Armored and a truck from the 35th Armored collided at the Ft Hood gate near the motor pool. The resulting explosion killed four soldiers and injured 19, 11 seriously. No games have been released.
Norman Pope was reelected president of the South End Fire Co at the annual meeting. The city approved 2500 dollars to finish paying for the fire hall and a 25000 dollar fire truck is being studied. About 2000 dollars has been raised in the current drive. Fire Chief Bernard Grove will meet tomorrow with four captains to discuss radio gear for local firms. Other officers named include Robert Grove and Winton Pope as vice presidents and Mike Hart as secretary.
Middletown Town Council did not fill the vacancy from Thelma Bowman’s resignation. The meeting, led by Mayor Gene T. Dicks, had all members except G. W. Borden present. Discussion of a wet garbage pickup yielded no action. bills were ordered paid.
E. R. Huntsberry Jr. will be re installed as president of the Winchester Frederick County Chamber of Commerce at the 44th annual dinner at the George Washington Hotel. New officers include W. E. Fauver and Del M. Sewell as vice presidents, Wilbur M. Feltner treasurer, and C. G. The Soviet government agrees to release a Belgian airliner that landed in Armenia on a Tehran to Brussels flight with 27 aboard. Passengers and crew are safe and staying at a Grozny hotel while technical details are finalized between Sabena and Aeroflot. Sabena’s T. H. Theroy will travel to Grozny tonight.
Farmers and Merchants National Bank president J H Yost told stockholders the bank's business is heavier than ever. The James Wood branch opened last February 15 is performing well. Assets at end of 1961 near 24 million dollars with capital and reserves about 1.75 million. Trust assets were the largest in history with praise for Marjorie H Copenhaver and Robert J McNally Jr. Directors named for 1962 and officers listed.
Winchester Savings & Loan promotes insured savings up to ten thousand dollars by the FSLIC, offering a current 4 percent dividend. Customers are urged to save by the 10th and earn from the first.
Democratic majorities in the General Assembly caucus are slated to set a calm tone for tomorrow's opening of the 60 day biennial session. The House is expected to renominate E Blackburn Moore for a seventh term as Speaker while the Senate prepares committee changes after Lt. Gov elect Mills E Godwin Jr and Atty Gen elect Robert Y Button depart. A redistricting report from outgoing Gov J Lind say Almond Jr prompts debate as urban growth seeks more seats and rural lawmakers brace to defend gains. Almond's State of the Commonwealth is set for tomorrow, ahead of A S Harrison Jr taking office Saturday.
British Prime Minister Harold Macmillan met Chancellor Konrad Adenauer in Bonn to discuss a new U S British standstill proposal for Berlin. The talks included interpreters with aides to join for lunch and an afternoon session as they weigh Bermuda Kennedy talks and Europe’s six nation market plans.
Watson Electronics announces the Martinsburg unit will manufacture 3 000 meters for radiation intensity measurements. The Carol Electronics plant adds 40 workers, with engineering and contract work handled from Arlington Virginia. Additional government contracts are in negotiation for Martinsburg and Arlington units.
Indonesian Foreign Minister Subandrio said President Sukarno will choose within a week or 10 days whether to pursue war or peace in the West Irian dispute. He cited no signs diplomatic moves can help and blamed the Dutch for the vague stance. Sukarno, who heads the National Defense Council, spoke after a four day Celebes tour during which he survived a grenade attack in Makassar.
Dr Walter Jackson Helm yesterday began the practice of internal medicine in town. He is associated with Dr Robert C Green at 117 W Boskwen St. A Laurel Delaware native, he graduated Harvard College 1953 and Temple Medical School 1957, interned at Winchester Memorial 1957 58, then fellowship at Mayo Clinic Rochester Minnesota. He is married to Betsy Glaize, with two sons Walter Jr and Richard.
