Check-kiting scheme outlined to jury
Former FBI Agent John Manchester testified about Hugh N. Rakes financing a dairy venture in a check-kiting scheme aided by three Virginia bankers. The case pools funds misused from Fredericksburg’s Farmers and Merchants Bank as Rakes and his wife face charges of aiding William Gardner. Mary Surratt remains the District of Columbia’s only woman executed, hanged July 9, 1865.
