Military board in session this afternoon to consider allocations as Waller seeks to assist. Officials were not shown the Armory aid application in time for the meeting and action may be delayed.
The Star reports at 2 55 pm the State Military Board will not announce state aid allocation for armories until next week. The State Arts Commission approved tentative plans for a new Covington armory and said plans for Winchester and Clifton Forge armories will be submitted later. Hopes for $12 000 in state aid for Winchester construction faced a setback as plans and specifications were learned last night.
Editorial note recalls that plans for a $60,000 Winchester armory are withheld from consideration by the Fine Arts Commission in Richmond. The State Military Board convened to allocate funds while Senator-elect Burry Harrison pressed to have the architect review the plans with the commission. The process requires submission of plans and specifications for approval, with possible modifications.
The Star urged readers to provide food for game birds during winter. Food should be placed in protected areas such as creases, clover fields, fence rows, and other cover rather than exposed places to aid birds.
M A Winchester stresses that wildlife advocates should provide feed for game birds and songbirds during snow and cold. He advises placing food along fences and thickets rather than exposed openings to help quail and other birds survive the season and bolster next year’s supply.

City manager S Lee Grant announced a contract with Alexandria Radio Service for a 22 unit radio system to serve a 5 mile radius of the police station. The project aims for operation by late February pending FCC permit action with total cost 1170 dollars, including installation, equipment, and a year of service.
The Swedish steamer Svarton of 2475 tons was torpedoed off the northeast coast and sunk. Survivors on a raft were rescued by a lifeboat while others remain missing.
Winchester closed the year with a total surplus of 87 103 43 dollars. Savings held 35 575 23 dollars, leaving 51 528 20 dollars in general funds. A 35 000 dollar transfer to the 1940 budget left a net surplus of 52 103 43 dollars in savings and general funds. Herman Hable commended city officials during the meeting.

McVicar was commended for efficient office operation. The Winchester Playground Association reported $14 outstanding, with play grounds at S. V. A., Douglas School, and Harris Addition. Supervisors at S. V. A. and Harris Addition were paid $50 for two months.
Charles L. Worthington, president manager of Scan dead, was found dead Tuesday afternoon by an open gas jet in his room above the shop. Coroner De Forest Burch reports death occurred earlier Monday as fate awaits investigation. A Shenandoah Valley native who moved to Winchester then Charlottesville a decade ago, he built a rare book business, supplying universities and collectors with Civil War era volumes. He opened a book shop five years ago and was a World War I veteran who served with a Canadian unit before the U.S. entry. Funeral plans await arrival of his Baltimore-born father Bruce Worthington.
