President Carter unveils a 19.4 billion increase to Ford's 1978 budget to aid the needy and boost growth. He backs hospital charge ceilings, boosts education housing energy, trims defense, restores food stamp and child nutrition funding, and aims for gradual budget balance with a longer unemployment program.
Robert Lynn Garrett 28 of Stephens City was found dead along the Shenandoah River in Clarke County with a gunshot wound. The body was sent to Fairfax for autopsy, and a white Corvette tied to Garrett and his wife Kay was at the scene. Garrett faced prior charges for grand larceny and possession of a bulldozer, with previous prosecutions deemed insufficient. The ongoing investigation links to a multi-state tractor theft case and warrants further arrests. Witnesses reported Garrett’s car at the river and observed the body near the vehicle.
Virginia Senate Finance Committee backs a budget bill to fund a 4.8 percent pay raise for about 75 000 state employees, with $23 million of the $38.5 million in new money contingent on two unlikely events. The plan relies on agencies not spending all funds by June 30 1978 and on unexpected revenue, while also offsetting a deficit by shifting 1978 80 biennium receipts and borrowing $35 million from the highways department and cutting spending by $26 million.
The first major storm in weeks drenches the West Coast as the high pressure ridge shifts south toward Baja California. Meteorologists warn drought relief may be limited though showers and snow reach California Nevada Oregon Montana and Idaho with snowpack uncertain and runoff restrained.
The Winchester School Board, after defeating two busing proposals, voted to table the issue until the next meeting. Superintendent Jacob Johnson argued the district could bus all children for about $25,000 more with better control of traffic and options for high school students, while Council member George Garber warned against expanding the program and urged stepping back from busing.
