A dairy cooperative and its creamery affiliates plan a joint convention to discuss affiliations and upcoming market events. Members from several local farms and processing units will attend. The agenda includes cooperative governance, product quality initiatives, and regional supply coordination.
The Virginia State Dairymen's Association and the Virginia State Creamerymen's Association plan a three day meeting in Winchester March 6 7 and 8. About 250 to 300 delegates are expected with sessions at the Handley Library auditorium and City Hall auditorium. Noted dairy experts from the east and government officials will speak on milk products substitutes for meat and wartime food priorities.
The local draft board carried out a first quota of fifty men examined for the army. Dr. E. K. Stuart supervised the physicals, with those passing certified for service unless exempt. A ten day period is needed to finish Winchester and Frederick counties quota of about six hundred men, with at least 150 expected to be enlisted.
Mrs. J H Quick writes of winter conditions in Detroit where she and her husband live. She says Detroit has not been as severe as the east with temperatures around zero, and that milder weather now prevails there. Mr Quick has a lucrative position in Detroit and they like the place.

The New York Sun reports on the Mackay Unit of the Roosevelt Hospital in France led by Major Dr James I Russell of Winchester, Roosevelt's personal physician. Russell is back on furlough in New York with his parents visiting him. Roosevelt Hospital notes the unit’s vast French work and ties to Red Cross Base Hospital No 15 near American HQ.
Winches ter shoe dealers were instructed by the Council of National Defense on summer footwear. Women’s shoes must not exceed nine inches in height, children’s and misses’ shoes seven inches. Men’s shoes limited to black and two tan shades, canvas excluded. Leather imports and shipping costs noted as factors, with material prices rising.
The February term of the Corporation Court opened today with Judge B. Whiting presiding. No cases were tried as this is not a grand jury term and no indictments were returned. The court will stay open for two weeks and cases will likely be set for trial later.
Brill & Ritter announce Miss Bertha Boehm will head the millinery department for the spring season. Patrons will be invited to view the newest styles as opening date approaches. Also noted is a notice about corn seed purchases by ff.H. Baker of Winchester Virginia.
Washington reports that Charles H a farmer and Okla Council of Defense member told the Senate Agriculture Committee that wheat production is too low at current prices. He warned of suspending wheat use to supply troops and blamed high middleman profits and poor food administration while consumers gain little.
American gunners secured the range of key German works and scored direct hits Sunday. German airmen probed the American rear but were repelled by barrage fire from four high angle guns. General Pershing arrived at headquar ters after a front tour. The Germans learned signals and flashed flares but the gas attack did not develop.
In Hillsboro Illinois a mob of about 300 attacked the home of Police Chief Henry Donaldson during a clash between loyalists and alleged IWW and pro German factions. Emmery swag was shot in the ribs, his son-in-law wounded, Henry Donaldson Jr. shot in the stomach as Irwin fled and premises burned.
Richard Byrd, U S attorney for the western district of Virginia, says the Overman bill to reorganize federal departments does not grant autocratic power. He contends the measure merely lets the President coordinate agencies and use existing authority more efficiently, not surrender legislative power.
Navy inquiry reports depth bombs caused most of the casualties on the destroyer Jacob Jones after it was torpedoed by a German submarine on December 6. Sixty two enlisted men and two officers died. exact bomb-caused deaths unknown. The board estimates a large share of fatalities resulted from the bombs.
Mr Shirley Garter of this city receives a telegram announcing the death of his niece Miss Maria Burwell Anderson in Berkeley California. She died about ten days after an appendicitis operation. Native of Virginia she lived in California with her mother Mrs George Barkadale. She leaves two sisters Mrs Patten and Miss Gwynn Page Anderson and is granddaughter of the late W B Carter and Lucy Gwynn Carter of Winchester. Funeral and interment will be in Berkeley tomorrow. CovingtonKy Feb 18 A letter purports to reveal a German spy B confessing he was ordered to blow up the ammunition ship Mont Blanc to avenge the Halifax disaster. The writer claims a death sentence by blowing up the ship and notes the Halifax explosion date. The unsigned letter was mailed from a woman recipient. For sale items and household note follow.
London reports indicate eleven people were killed and four injured in a German air raid over the London district and southeast coast on Saturday. A German aircraft was shot down as British forces attacked a German air base in Flanders. Additional raids and artillery activity were noted along the Arras front and around Neuve Chapelle and Bens.
President Wilson plans a wage dispute settlement with the shipyard carpenters and joiners union as 98 percent are expected to return to work. A telegram to William Hutcheson urged resumption unless a fair deal is found, with the labor board to review all claims. The broader aim is keeping war production on track across shipbuilding and related industries.
In Warren Pennsylvania a massive ice gorge in the Allegheny River threatens Corydon town. Water backed up to four feet in homes, several buildings destroyed or moved from foundations, an appeal was sent to public works for help breaking up the pack.
