The Frederick county board shifts to unanimity as new members Rosenberger and Sandy join the smokers around the table. Gene Gunter the commonwealth's attorney adds to the six smoking participants. The open room and bright decor contrast with the lingering cigar haze as petitions testify and minutes stall briefly.
Clarke County Board of Supervisors and the School Board postponed action on the Cultural Center project while awaiting a state feasibility report. A joint study of the regional library facilities at Handley Library in Winchester will be held next week to discuss the new school budget and the center’s potential benefits and costs.
The United States reports no working basis to stop bombing North Vietnam or to open peace talks. Secretary Rusk notes Hanoi must signal willingness to move toward peace while Thant and Fanfani pursue talks, with U Thant meeting Hanoi reps in Paris and Rome discussions ongoing.
Israeli air force planes attacked Jordanian artillery positions after Jordanian shelling of border settlements. The Beisan Valley near the Jordan River saw continued cross river fire from both sides and further fighting near Beit Yosef and other settlements. Casualties were not yet reported.
Pentagon reports two Navy Skyraiders near Hainan Island were attacked by Chinese forces. One pilot was shot down while the second aircraft escaped to Da Nang, Vietnam, after the other went into a vertical dive.
Rocky Yost senior tackle at Handley signed a four year grid scholarship to Virginia Military Institute in Lexington. He earned All-State honorable mention by Virginia Sports Writers and Sportscasters Assn and made All-Area by the Evening Star. The 215-pounder was co captain, a first team All Northwestern League pick, and will receive the NCAA standard scholarship covering tuition books room and board plus military uniform.

Clarke County jail escapee William R. Wines aged 26 was recaptured about two miles north in a field after he staged a ruse with blankets and pillows and hid in the shower. Sheriff John Slater said Wines fled during jail chores at 7 am and was caught by Sgt. Roy Breeden with a combined local and state search. Wines, sentenced to 18 months for weapons and arrest-related charges, received an additional six months for jail breaking after the recapture.

U S Marine jets used 250 500 and 750 pound bombs to strike Hue's Citadel while destroyers shelled pockets north and south of the Perfume River. Refugees spurred South Vietnamese troops to close escape routes as en m y forces held parts of the palace grounds and inner grounds.
