Richmond AP reports indications from Virginia lawmakers point to cuts and heavy trimming of the Almond budget in the 1960 General Assembly. A Wednesday hearing will let the public speak on two sales tax measures while Gov Almond notes a shift in public support.
The Associated Press reports increasing dickering for California votes as three presidential hopefuls visit Fresno for the state Democratic convention. Gov. Edmund G. Brown is favored, Kennedy attacks Nixon, and Humphrey Symington Johnson draw mixed reactions from Republicans.

A crippling snowstorm swirled eastward across the South today stranding motorists and marooning hundreds of families. The storm caused at least eight deaths as a heavy band of snow extended across the region.
The report cites heavy snow across most of the South with at least six deaths in Texas and Mississippi, and a Martinsville attorney Robert May who collapsed and died in a snowbound street. Heavy accumulations and widespread road closures affected Alabama Georgia Kentucky and Tennessee while the Virginia forecast called for four to six inches more.
Snow in the Shenandoah Valley forces Shenandoah High to cancel the basketball game at James Wood. JW Athletic Director Manuel notes Shenandoah has no open date before the Northern Division tournament.
Paris reports President Charles de Gaulle hailed France's first atomic explosion with a "hurrah" praising the Sahara test director Pierre Guillaumet and thanking all who made the majestic success possible. He said France is stronger and prouder from dawn.
The French atomic test triggers widespread protests led by Communists and neutrals, with East Germany calling it an atomic crime and Cairo denouncing the act as a betrayal of African and Asian opposition. Khrushchev offered little comment while Bonn welcomed the increased Western defense potential. Tokyo to file a formal protest.
Clarke County Board of Supervisors approved a zoning ordinance unanimously and it took effect at midnight. K N Gilpin Jr was named administrator of the board of zoning appeals. Some residents urged changes at a Monday hearing and officials clarified that five acre minimums apply to subdivision, not to building a single tract.
New York AP Jack Paar softened and said he would resume TV with NBC under conditions. He favors a once a week Jack Paar Show with Friday excerpts, or a person to person program with travel, higher pay for fewer hours and less intrafamily controversy. NBC declined immediate comment but hopes for his return. Paar says four nights a week is over. He disputes earning half a million annually and plans no Europe vacation. NBC exec Jahneke recalls his walkout over good taste. Paar won’t return to coast to coast show but seeks three spectaculars. Hugh Downs doubts a return.
A break-in at James Wood School early this morning saw $300 to $400 worth of plumbers tools and pipe stolen from the agricultural workshop. Deputy Sheriff Boyd McDonald noted a watchman on duty only after 3:55 a.m. and before 6:30 a.m. The thief broke a window on the south side to enter and took pipe, pipe dies, wrenches and related equipment, much of it marked with colored stripes.
A Negro sitdown protest at Woolworth's lunch counters extended to a second Hampton store and into Norfolk, where 38 Negroes waited to be served before leaving as counters were closed. The Hampton demonstration ended with the counter shut for the day.
Washington and Paris face friction as France seeks parity in nuclear policy after its Sahara test. De Gaulle aims for a greater say in US-Britain NATO strategy and insists on US consultation before any nuclear use. Obstacles remain due to strict transfer laws and unsettled Anglo-American arrangements.
Paris reports France has become the world’s fourth atomic power after a 20 kiloton device went off at Point Zero in Tanezrouft France said no radioactive fallout reached inhabited areas. The test involved about 600 scientists and aimed to strengthen Western bargaining for a disarmament pact.
Five of the nine crewmen aboard the World War II bomber Lady Be Good have been found in the Libyan Desert near the wreck site. The almost intact bomber disappeared on a bombing mission April 4, 1943 and was located about 10 months earlier. Air Force officials said identification of the five bodies is pending mortuary analysis while others may be buried near the crash.
