Richmond Feb 9 The Holt congressional redistricting bill failed in the House 73 to 20 after failing to reach the four fifths emergency threshold. Delegates Beard and Louderback voted against it with a vote of 73 to 20 and seven abstained. Senate passed numerous bills while the House faced a long debate.
