A Vietnamese woman and child fled downtown Saigon today as fire broke out during intense combat between Viet Cong guerrillas and South Vietnamese forces. Reports describe destructive flames and collapsing structures in the city center as clashes continued through the day.
AP dispatch from Seoul cites Chosun Ibo claiming U S and North Korea reached a pact in Panmunjom sessions to return 83 Pueblo crewmen and admit wrongdoing. Washington officials deny progress and refuse confirmation, with ongoing talks and no word on casualty handling.
President Johnson's administration proposed a 7 dollars a day spending tax on American tourists abroad to cut dollar outflow by 500 million. The plan would tax excess over 7 dollars per day at 15 percent for the first 8 dollars and 30 percent on the rest, apply to 1968 and 1969 travel, and extend the 5 percent U S tax to foreign travel and water transport.

U S Marines repelled a North Vietnamese assault on Hill 861A near Khe Sanh after 90 minutes of fighting as a broader Communist offensive pressed Hue and Saigon. The attack left the hill in flames and prompted a buildup of 3 500 paratroopers in the northern sector amid estimated 35 000 enemy troops massed along the frontier.
The high pressure system centered over southeastern Canada extends into the eastern U S and should bring cooler temperatures to Virginia. Temperatures are expected to drop on Tuesday as the high pressure area strengthens.
