Two Richmond lawmakers propose legislation to create a State Board of Higher Education to coordinate teaching policies at the 10 state supported colleges and universities. State Sen. Eugene Sydnor and Del. Fitzgerald Bemiss say they aim to unify curricula and standards across Virginia's public higher education system.
The Virginia legislature opened debate on interposition resolutions to protest the Supreme Court ruling banning school segregation. With 128 of 140 lawmakers showing approval, both chambers of the 337 year old Assembly began consideration at 12 30 p m.

A 22 year old inmate Franklin Harlin of Jonestown Pa was killed and two others Clyde Thacker 27 of North Garden and Charles Duff of Aqua were wounded during an escape attempt at the Virginia state farm in Goochland County Guards later said they fired after the three fugitives continued walking with a 70 man detail to the irrigation dam Youell said four guards with shotguns ordered the trio to stop and fired when they did not.
An eight member delegation of American Protestant leaders was named to visit Russia for ten days to foster mutual understanding. Sponsored by the National Council of Churches, the trip begins March 9 and marks the broadest church contact with religion in Russia in 40 years. A reciprocal Russian Orthodox visit to the United States is planned for June.

Patterson died of a heart attack at 9 50 p m while with advisers at the Arlington Club in Portland He was 55 Patterson had announced a Senate bid four days earlier and was top Republican hope to challenge Sen Wayne Morse in the fall Elmo E Smith will succeed Patterson as state Senate president and acting governor until a fall election winner is named. Smith publishes The Blue Mountain Eagle and is 46.
A 26-year-old Richmond truck driver, John William Gay, died after his 5000-gallon gasoline truck crashed into trees near U S 360 east of the Chesterfield Amelia line. Fire and heat prevented immediate removal, taking four hours to extract his body. Gay, a native of Hopewell, was en route to Farmville. The death, along with another fatal crash in Nottoway County the previous day, raised Virginia's 1956 traffic toll to 49.
In East Los Angeles a blaze started by paint thinner in the kitchen trapped sisters Gloria Lujan age four and Luisa Lujan age five in an upstairs bedroom. Baby sitter Mrs. Bessie Long 41, saved a 10 month old brother Carlos but could not reach the girls.

Ford Motor Co declares a 60 cent dividend on 53,461,470 shares outstanding payable March 12 to record holders as of February 24. Recipients include buyers of 10,200,000 Ford Foundation shares sold publicly at 64.50 each. Ford Foundation itself also benefits. The annual rate of 2.40 was anticipated.

England reports the death of Alan Alexander Milne author of Christopher Robin and Winnie the Pooh. Milne aged seventy four had been in poor health for three years. He passed away last night at his home in Hartfield.
Shenandoah College faces transfer from Dayton Virginia to Winchester with a goal of raising 250000 dollars through a regional fund drive. The Winchester Frederick County Chamber of Commerce backs the move and credits past efforts by James Wilkins and others for reaching this pivotal stage. The Virginia Conference of the Evangelical United Brethren Church approved the plan and empowered the college board to finalize arrangements with the Chamber steering committee for a rapid transfer.
