In his inaugural address Governor Byrd pledges a businesslike, economy-minded program for Virginia. He calls for tax relief for farmers, centralized purchasing, constitutional changes to empower the governor, school reform, road funding, and a national park plan to develop latent resources like Hampton Roads.
Opera star Mary Garden will make her radio debut on WJZ at 9 pm EST tonight, after returning from Monte Carlo. She says radio thrills her more than any man she has met and plans to share emotion through the air from the New York station.

Special to The Star from Richmond Virginia February 1 1932 Governor Harry F Byrd proclaims an eight hour day for all state employees effective March 6 He asks department heads to assess possible further reductions in work hours to trim the budget While workers previously logged six and a half to seven hours a day this marks a move toward more economical government in Virginia and signals Byrd as a business minded governor.
Gustav Altschul aged 30 of Detroit nephew of Julius Baer, vice president of Stix Baer and Fuller Dry Goods, died after he jumped or fell from a ninth story window at the Stix Baer and Fuller store in St Louis.
Mrs. Byrd wife of Virginia's governor traveled to Richmond yesterday. She attended the inaugural ceremonies with her cousin Attorney R Gray Williams and plans to return to Worcester tonight with her uncle Shirley Carter to be with her ill father Captain J Brad Beverley.

Eastern rail roads were presented with demands for higher pay for train men and conductors. The requests total about one dollar per day and were sent in individual letters from the brotherhood of railway trainmen and the order of railway conductors. Each railroad was asked to respond by March 2.
The Milton West Virginia death of two year old Helen Maxine Martin from spinal meningitis follows measles and pneumonia. Frances Martin, another daughter, died of meningitis three years earlier in Winchester. The body is en route to Winchester for funeral at 2:30 PM tomorrow at the home of Mrs. Esther Seabright. Rev Casselman will officiate, with interment at Mount Hebron Cemetery beside the sister. Surviving are her parents Mr and Mrs D P M Martin and a brother D Marshall Martin, plus grandparents and other relatives.
The Alkard crew of about 20 men and officers was rescued about 1,000 miles east of Newfoundland after a storm. The rescue was made today by the Hamburg-American liner extpheil in a dramatic maritime operation.
