Richmond December 22 The Senate economy committee urged adoption of a compulsory trial justice system across Virginia. Aiming to eliminate hundreds of justices of the peace the plan would save the state hundreds of thousands yearly and assign trial justices to juvenile duties and some prohibition cases. The committee also proposed new jailer fees and a probation system for first offenders. The hearing continues tomorrow.
